Let me make you aware that in US there is no session in December as universities are closed for Christmas. There are two intakes one is in Spring and other one in fall that means February and September and I'm sorry to say that for fall most of the deadlines are already over but don't lose hopes now you should look for Spring 2011 session.
Even if you are looking for admission in Spring 2011 you should have GRE scores by july end of mid August. Its better uif you apply for colleges early.

I perceive you are aspiring for higher education in US, without taking the GRE. However, for your information GRE (Graduate Record Examination) is an aptitude test designed to assess the potential of bachelor's degree students to succeed in academic studies at the graduate level (master's, doctorate). It is hence considered as eligibility criteria in universities across US, Canada and few German and UK universities.
Also, there is no intake as ‘Feb session’. The US system of education has the following intakes :

Spring session
Summer session

Though AWA of 3.0 at 4.0 is considered average for the international applicants, there are universities who lay strong standing of the AWA scores.
As per the sufficed information, your GRE score could help you through some top notch schools, however comparatively low GPA could be a cause of worry. It would be better if you could specify the individual scores on GRE and the academic background in terms of GPA for better analysis of the profile.
Also, the admission committee always gives equal weightage to the statement of purpose and reference letters as well.

If you are aiming for the Fall2011 (August-September intake), its high time you started with the preparation for GRE and TOEFL.At an average one should give at least 3-4 months as a preparation period for GRE.
The deadlines of the US universities could be as close as in December and they would seek your score cards to be sent along with the other requirements for the admission procedure.
From the selection of the universities to the application process (transcripts, reference letters, statement of purpose, financial documents), the entire process is extremely tedious and time consuming. I would recommend to plan all the activities involved so that you can apply well in time.

You should give the test as and when you are sure that you have prepared well and will be able to give your best. GRE will be conducted on 23rd October and 20th November which you can consider for Fall session next year.

While the scores on the quantitative section are sound enough, the scores on the verbal could be a cause of worry. Also, for TOEFL aim for a minimum of 80 on iBT that is the minimum cut off for the majority of the universities in US. A score of 100+ is considered a good score than can enhance one’s profile.
However, while the universities do consider all the aspects of the profile, one score cannot compensate the other. If you are confident of taking the test I would recommend that you re take the test. However, you must remember that the GRE pattern is soon going to undergo some changes with effect from august 2011 and hence if you seek a score before November 2011, it is preferred you consider the current pattern.

Since you are in the second year of Bachelors, you have ample of time in hand to start with the preparation, understand the application procedure and select universities.
As of now try and browse through the universities as per the program in various destinations and analyze which suits your interest. Consider other aspects like the finances incurred and compare within the same destination and different destinations.
You could begin with the registration and preparation of the test takes by when you are confident of taking the year, but preferably not delaying beyond the third year. Spend time and start short listing the desired universities/colleges. This will help you understand the US education system and the requirements that you need to consider for a Masters in US. Go through the curriculum and assess, does it help you meet your career goals.
