Considering all the details given above in your query, the only concern is your GRE score.
Your IELTS score will meet the admission requirements all Universities provided you have 6.0 band in all the sections. Work experience will further boost your admission chances if it has been relevant to the academic background.
Coming over to the choice of Universities, Wichita State University and Wright State University seem to be competitive.
Other than this you hold good chances of admissions across other Universities.

Referring to your queries:
1. MS vs MBA could be decided based on your work experience. If there has been a progression in your responsibilities in your entire tenure, MBA definitely could be though of.
2. For GRE score around 1200 in old or 310 in new pattern would be competitive. in GMAT 650+ can help you land in a decent B-School. In TOEFL a score of 80 in iBt is must.
3. As you have been working from past more than five years, a recommendation from current employer would do for admissions in Masters program. For MBA you can get all recommendations from your organizations you are working with or have already worked with.
4. Sponsorship from US citizen can land you in trouble as it makes it explicit that you may have intentions to settle down in USA.
5. Jobs are certainly there. But security is not guaranteed. A lot depends on your rapport with the employer.

There have been lot of students like you who hover between the choices of gaining experience before masters program and applying directly for a masters program.
The choice is simple. It firstly depends on the program you wish to apply for and secondly the relevance of work experience.
Considering the above two facts, in case you apply for MIS program many Universities prefer accepting students with prior work experience. Thus in such a case your work experience will help.
For Masters program on the other hand, although work experience is not required but this may help you to understand what specialization would be better for you or in other words you would be interested in.
Also one year of experience is not that long which can waste your time. But it can help take you in right direction.
While you apply with some experience in hand you will definitely get some sort of preference compared to freshers. But in case you are looking forward to take thesis based Masters program and/or PhD later on then work experience will not help much. In such a case applying directly after B.Tech would be beneficial.

You can go ahead with your plans for a MS CS/MIS as you would have a substantial experience in the field by then.
In fact based on your work experience if you find MIS program relevant, you should opt to apply for the same. You will have strong admission chances with your experience in hand. Electronics background is not going to make much difference.
For admissions, Fall 2013 would close by April 2013. MIS program deadlines stretch a little more compared to other programs. If you have taken up GRE and TOEFL already, you can plan to apply for Fall 2013 as well.
Otherwise Spring 2014 is the next admission intake.

I'm an Electrical Engineer working for (past 3years) as an Estimation Engineer in an Infrastructure Company at Delhi.
In the month of October, me and my Husband would be relocating to San Francisco as my husband has got a new job in a Software Company.
The hitch is, I would be on a dependent visa( as my husband's visa is H1B visa). I would want to know my options in U.S as in would I be able to easily secure a job in a company willing to change my dependent visa to working visa on my Past experience and Education (even though its from India) or do I have to go for higher studies inorder to have an American degree? Will my dependent Visa status cause any hindrance for furthur education? I would like to work in my field rather than go for higher studies but if I have to an MBA degree would be my first option.
