It is not really required to change your visa status in order to study in US and can legally study anything here on any visa status, provided, you fulfill the conditions to get the admission, one of them being taking the standardized tests.
The proceedings are going to be the same. You can register for a test centre as per your convenience.
However, please note being a dependent visa holder cannot obtain any financial aid, and OPT (the one-year optional practical training, after completion of the course).
You will however get the resident low fee benefit.

From what I perceive, there were some concerns why you had to defer your admission for the coming session (Fall / Spring) and the university has offered the choice to defer your admission either to the next Fall or Spring session. As a counselor, I would recommend that you ensure you have come out of the aspects that prevented you from accepting the admission for the session.
Now, with regard to making the choice between the Fall and Spring session, as counselors though we often suggest the Fall session since the financial aid for international applicants is are more frequent with the fall sessions. Also, please ensure the program of your choice is offered in the spring session.
However, since you have already been accepted considering the time span, Spring session is also acceptable since the Fall is another 6-7 months away from the spring session.
Whatever choice you make, ensure that you utilize the time in hand positively. I would suggest you gather practical experience that should prepare you for the graduate degree.

A more practical approach would be to consider the next approaching session namely the Sprig 2012 or the Fall 2012 for the very fact you must have missed out the deadlines for majority of the US universities and even if you come across universities that still have their deadlines ahead, it is most likely that the admission and selection procedure must be done by now and your application might be rejected simply for the unavailability of seat.

If a Masters with one year duration is on your mind then the best option I can suggest is UK where the maximum number of Masters program are of the specified duration.
Now with regard test takes that you need to consider while considering education abroad, though GRE is not a mandatory requirement in all locations, it is advisable to take the test since you might come across a university of your choice that might require a score on GRE. As an international applicant, the English Proficiency Test (TOEFL / IELTS) is rather a mandatory requirement and though both are accepted worldwide, if you decide on UK then IELTS should be preferred for the very fact that is has been in the education system for a long time. Now with regard to when you should take the tests, give your enough time to prepare for the tests since sound scores on these can take you far. Ensure that you have the scores in hand well before the earlier deadlines of the location/universities you finalize on.
